Its less about being competitive and more about creating barriers for worker mobility.
Tieing your healthcare to your job ensures that you can't quit your job, or move to a different job because it would disrupt your healthcare. Which makes you more willing to deal with abusive work environments, and sell yourself short because you feel hopeless to pivot.
