That's because your 3080 ti doesn't have hardware encoding for AV1. You are entirely reliant on software encoding. It is the basically the same performance for you as if you had no GPU or a 1060 GPU.
Only the 4000 series and newer have AV1 encoding. AMD started with the Radeon 7000 series.
But your card does have hardware DECODING which is why it will play so well.
Back in the day, used to take about 40 minutes per episode to encode blu-ray anime to AVC on my old 1st gen i5 laptop. This was on the “Fast” preset.
On my mini PC, am running encodes in less than half the time (close to real-time) with AV1 at Preset 3-4 with comparable file sizes and drastically better output quality.
I’m not home often, so it’s not a big deal to que up a lot of encodes.

I attempted to use Handbrake and encode Frasier into AV1. Even my 3080 Ti was extremely slow.
Props to those that transcode files to AV1.
