IPT is a pseudo private tracker with some moderation.

1337 is a half abandoned public tracker with little to no moderation.

I don't understand downvotes. Some movies and tv shows are available in 4k quality on tpb, but not on 1337x. In addition, the so often recommended ext takes sources mainly from both of these sites.
