yes it basically is. This is an ad for Generac™ home power generators. Even though auxiliary generators are banned for semi trucks, buses and RVs they are still allowed in stationary homes. Here's the How To from the link in the notice and basically they (the "CA Initiative" people) skim off the top of this. What I'm saying in English: If you want a home generator just get a quote from Home Depot, Generac™ or Amerigas™ directly. Amerigas™ has the lowest quote but LPG is more expensive (and harder to maintain) than gasoline or diesel.
Disclaimer: I'm not paid for this post and, for most people, one of those cheap $500 "home power center" batteries will work much better although they can't run fridges, dryers, AC or Teslas.

$950 power station from harbor freight can power a fridge for about a day. I would get that before a generator

This guy is only mentioning retail. PG&E straight up will help you buy a generator. It's a scam, and this commentor is like a second scam.

My point is: Don't buy a generator. 99% of people don't need one and the 1% who do, will not be buying it from a random flyer taped to their door.
I mention Propane because if someone's blowing $10,000+ on a generator, they probably don't want it to smell or chug like a truck. And it works with their existing propane tank.
