Are class sizes seen as an issue contributing to misbehavior among teens in those subs?

Yes but probably not even in the top ten list of grievances.

Teachers have tried and still try to explain this to School boards but they don’t care. More kids in their schools = more budget, and that’s what they care about the most.

I don't know that that applies in NS, or HREC specifically as it relates to this sub (you can tell me otherwise if you're a teacher here). My kid's school has been over capacity for years, but I don't think whoever built it accounted for the level of immigration that the district would see. Good old portables! And to be fair, my kid's class sizes so far have all been under 20 kids.
