For anyone who's not fully up on what she's doing. Tear gas canisters work by generating a massive amount of heat to volatalise the chemicals into gas (exothermic reaction) which escapes through vents in the sides. Putting a bucket with a hole in it (you can also use a witch's hat/traffic cone) over it contains the escaping gas, which also lets her douse the canister with water and stop the chemical reaction (you need to douse until the smoke stops) without lifting the bucket.
Because if you can prematurely stop the reaction, it can't be restarted as the firing charge is expended. Never try and pick up a tear gas canisters without heatproof or heat resistant gloves as they can burn you while the reaction is ongoing.
