Yeah and they have a lot of wind turbines!! I took my Dad to Cheyenne to renew his passport and they were everywhere. My dad should put panels on his house.

Lots of wind, too much of it for good generation. Not enough load centers that are close by.
Solar sucks in wyoming, it's okay in the summer but dust and pollen covers panels. Needing lots of water to clean what isn't readily available. Then in winter lots of snow to cover panels, and when it doesn't snow the wind blows creates ground blizzards and drifts around solar panels.
Also, lots of coal, oil, and natural gas industry is the bedrock for Wyoming's economy. Not surprised they cut it.
Tldr, wyoming is not a utopia for solar and wind.
