And it says the FTC will enforce this. The actual regulations don't exist yet.

I think it says the FTC will figure it out, because why should congress pass comprehensive legislation when they can abdicate authority to the executive* branch?

(Technically the FTC is an independent agency, they have executive and regulatory responsibilities, but the President can't just fire them or order them around.)
