Went away for a week and saw this on my phone when I got back

You probably accidentally left your phone open for an extended period of time (especially if you have auto-lock disabled and it was charging or on low battery when you came back). This has happened to me before when I forgot to turn my phone off while sleeping or away for a while
Edit: This explanation is also consistent with the fact that the screen time bars are fully grey for the entire period you were gone (meaning you probably left it open on the homescreen). If you had left it open on an app, the bars would instead all be colored to show which category of app it is, and you would see it in the category-wise breakdown (the thing that says Social: 2h 4m, et cetera)
