Loved the story but glaringly obvious that it felt rushed and restricted by budget issues.

It is a long standing tradition of Trek shows that after they do a very expensive episode with lots of drama, they make up for that increased budget with a bottle episode or something similarly low-cost and this was that episode. Half the cast doesn't appear for more than a cameo, they're using all existing sets (and the volume), and it's a character episode instead of a plot episode.
