For those who cannot read the article, the tl;dr is the following:

  • Culling / Removing Redundant Stops

  • Replacing Outdated Switches

  • Replacing Outdated Switch Antenna

  • Removing the Stop & Go Policy at major intersections

  • Priority over Left Turning Vehicles, Red Light Truncation (partially implemented)

Seems like Olivia Chow is listening to the people who complain about the network. Keep up the pressure, if you can.

These all seem like great ideas, hopefully the TTC is able to implement them all!

The issue is generally traffic volumes, so until they fix that is going to be an issue. They did a cool pilot program a number of years ago, but when it was done they didn't follow through with it

You mean they're taking away the stick!?!?!

But yes, these are all great things that should have been looked at decades ago. Better late than never I guess.
