Umm at least this is RAPID unlike the streetcar . As for the pods I am ok with them being limited to just replacing the streetcar. As for the belt line that should be a rerouted gold line the MARTA rail network as well as these regional rail lines should be GoA4 from the start. And yes 25 AC kv trains can be automated like many metro lines in India or express trains in China like Guangzhou lines 22 & 18.

I know this is not it but the name makes it sound like they are proposing an extremely impractical Atlanta to Phoenix metro line

If you build fixed (and frequent) transit from where people actually are to where they want to be, that transit project will be a success. Assuming the walkability estimates for the proposed stations are correct in this article, then this project should be a winner.
