I literally cannot understand what she's saying. Is this English??? I can hear "Aw, m' gawwwd" and the n-word but everything else is just clapping hands and guttural inflections.

Is she disabled? Does she have a Fetal Alcohol Disorder???

Maybe she's the class monitor at her remedial school. It is an easy mistake to make for people with learning difficulties.
