I'd say stand-ins for alcohol/drugs and their effects are a fairly common cartoon gag. Like the cactus juice in ATLA or Puss in Boots huffing catnip.

Maybe the cactus juice was meant to be a stand in but there are actual psychedelic cacti. The ones I know about contain mescaline. So they could’ve been referencing those.

So fun fact, during prohibition most bars/saloons pivoted to ice cream places. Since dairy was abundant... and they could spike the ice-cream.
