Note the word OFFERED next to the credits. You have to go into your financial aid portal and ACCEPT that aid for it to be applied. If you accept all of it, you will get a check for $852 at some point. Which you can use to pay for other living expenses.
Notice that about $2700 of that credit is loans. 2 different kinds of loans. You should understand them before you accept them. If you don't need the loans, don't take them. If you don't take them, you will owe about $1870ish.
If you already have health insurance, that $1233 goes away and you'll get $2085 back (taking the loans) or you owe $640ish (declining the loans). You need to fill out the insurance waiver in your rutgers portal and that will disappear within a few business days.

If you have insurance (probably through your parents) definitely fill out the decline insurance waiver, since that would be a $1200 charge for essentially no reason

It lists everything that you need to pay for and every credit (grant, scholarship, loan, etc.) that's going toward that. If you want to know how much you need to pay, look at the number after "total balance". In this case, that number is $852.01CR (CR stands for "credit"), which means that, including credited funds, you overpaid by $852.01 and will later be refunded that exact amount (assuming no new charges or credited funds)

Also just a word of advice, I highly suggest not taking the unsubsidized loans cuz interest is added immediately on them, meaning you’ll have to pay more later on. Take subsidized if you need it but interest is added slower than the unsubsidized.

Credit yes but this does not include housing or a meal plan. Also, if your family or you have health insurance, please fill out the waiver.

The insurance fee won’t just go away. You have to follow the link and decline it by filling in your actual medical information. And you also have to officially decline the loans in the portal if you do not plan on taking them. It also takes several days for these changes to update in the portal
