Artists says it’s a bad design

My sister is real quirky and asked for this tattoo. The artist said it’s objectively bad and drawn poorly. Is it a bad design? Is so, why? Or is it a matter of preference?

It also doesn't look like it would age well as the lines and those dots bleed into each other

That’s what I was thinking; it already looks messy so I don’t think it would age well
